[general] Internal regulation on transparency?

Hi everybody,

some delegates, especially the Czech ones, were very passionate about
drafting transparency rules for YPE. Since we didn't have much time at
the statutes conference, we decided to deal with transparency in an
internal regulation at a later time. I won't have time to write one, as
I'm busy with the internal regulation on election procedures and the
rules of procedure.

So, if you want YPE to have transparency rules, go write an internal
regulation, so we can vote on it at the founding conference!
